Alcohol Taxation Campaign 2025 Activities

In 2025, the Southern African Alcohol Policy Alliance (SAAPA-SA), through its True Cost of Alcohol Campaign, advanced a bold agenda for alcohol taxation reform and community-centered advocacy. Across national platforms, provincial dialogues, and grassroots engagements, SAAPA-SA mobilized leaders, policymakers, and communities to confront the urgent challenge of alcohol harm and strengthen collective action for healthier futures.

P20 Women’s Parliament Side Event – “Let’s Talk Alcohol”

In partnership with the National House of Traditional and Khoi-San Leaders, SAAPA-SA convened a powerful dialogue on alcohol harm during the P20 Women’s Parliament. Chaired by Penny Lebyane, the event gathered traditional leaders, parliamentarians, NGOs, and youth to deliberate on urgent policy action, including the long-delayed Liquor Amendment Bill.

Campaign Manager Nomcebo Dlamini officially launched the Alcohol Taxation Campaign, presenting stark poll findings on alcohol’s impact in South Africa. Supported by the RESET Alcohol Initiative, the dialogue underscored the value of partnerships in driving evidence-based change and positioned taxation as a cornerstone of a comprehensive public health response.

Central Drug Authority Biennial Summit

SAAPA-SA played a prominent role in the Central Drug Authority’s 4th Biennial Summit, joining policymakers, academics, researchers, government representatives, NGOs, and civil society in critical discussions on substance-related harm.

Through exhibitions, panel contributions, and breakaway sessions, SAAPA-SA showcased the health, social, and economic burden of alcohol in South Africa. The campaign’s presence emphasized the need for strong, evidence-based alcohol policy as a pillar of national development and public health. Delegates described the summit as a powerful platform to share knowledge, strengthen collaboration, and chart a way forward to protect communities.

Alcohol Conversations – George

In George, SAAPA-SA partnered with the local Community Policing Forum (CPF) to convene a grassroots dialogue on liquor licensing, advertising, taxation, and alcohol harm. The engagement highlighted community-level challenges and practical solutions, strengthening collaboration between SAAPA, CPF members, SAPS, and civil society. The conversation reinforced taxation as a protective measure and deepened local ownership of alcohol harm reduction strategies.

Tswa Daar Campaign – Gauteng

Standing alongside the Gauteng Premier and the Provincial Government, SAAPA-SA amplified the collective call for action against alcohol harm through the Tswa Daar Campaign. Using the national hashtag #TheTrueCostOfAlcohol, the campaign spotlighted the devastating impact of alcohol misuse, violence, road crashes, gender-based harm, and family breakdowns, costs communities cannot afford to ignore.

World No Alcohol Day

On World No Alcohol Day, SAAPA-SA joined the global movement to highlight the true cost of alcohol. Through dialogues with National Treasury, SANCA, B.I.R.T.H, religious leaders, Sandton Library, and civil society partners, the campaign reaffirmed its commitment to building #AlcoholSaferCommunities. The day emphasized advancing policies that protect health, save lives, and create a better future for all.

The Royal Table: Evidence-Based Media Roundtable

SAAPA-SA hosted The Royal Table, an exclusive roundtable convened in partnership with the National House of Traditional and Khoi-San Leaders. Welcomed by Kgosi Thabo Seatlholo and supported by Deputy Minister of Social Development, Hon. Mogamad Ganief Ebrahim Hendricks, the evening brought together government, traditional leadership, National Treasury, the African Union Commission, the Central Drug Authority, civil society, and media houses.

From opening reflections by Nomcebo Dlamini to rich dialogue among distinguished guests, the roundtable provided a dignified space to reflect on alcohol harm and chart pathways toward healthier communities. Guests described the evening as exceptional, purpose-driven, and impactful—building momentum for a South Africa where communities are protected and futures safeguarded.

Western Cape CPF Dialogue

As part of the ongoing #TheTrueCostOfAlcohol campaign, SAAPA-SA engaged with CPF representatives from Khayelitsha, Gugulethu, Mitchell’s Plain, Manenberg, Philippi, Grassy Park, Steenberg, Strandfontein, and Athlone.

The dialogue shed light on the devastating effects of alcohol on families, youth, and community safety, examined challenges posed by liquor licensing, and generated practical, community-led strategies to reduce alcohol-related harm. Local leaders left empowered with actionable commitments for stronger monitoring, awareness campaigns, and safer neighbourhoods.

Alcohol Conversations – Limpopo

The campaign extended its reach to Limpopo, where SAAPA-SA facilitated community dialogues on alcohol harm. These conversations highlighted local realities, strengthened partnerships, and reinforced the importance of taxation and licensing reform as protective measures for communities.

The Alcohol Taxation Campaign in 2025 demonstrated the power of multi-sectoral collaboration, evidence-based advocacy, and community engagement. From national summits to grassroots dialogues, SAAPA-SA advanced the call for stronger alcohol taxation and inclusive policy processes. Each activity reinforced the campaign’s central message: alcohol harm is a national crisis, and taxation is a vital lever to protect health, safety, and development.
